1.1 This policy is not designed to restrict legitimate zone transfers but rather to ensure that the data remains available for its intended use and to have a mechanism in place to deal with flagrant misuse of zone data.
2. Background
2.1 InternetNZ has responsibility within New Zealand for the .nz domain name space ("DNS") and has implemented a shared registry system ("SRS") for the management of .nz domain name registrations and the operation of the DNS.
2.2 A SRS establishes a single register for registering domain names and associated technical and administrative information. .nz Registry Services ("NZRS") operates the register. The registration of domain names and modification of information associated with that name on the register can be effected only by authorised registrars.
2.3 A "master" name server is a name server that gets the data for its zones from local files. Changes to a zone, such as adding domains or hosts, are done at the Master Name Server.
2.4 A "slave" name server gets the data for its zones from a "master" name server, authoritative for these zones, across the network. The processes of obtaining this zone information (that is the database files) across the network is referred to as a zone transfer.

3.4 The NZRS Manager will consult with the Domain Name Commissioner ("DNC") before making a decision.
3.5 With the move to the SRS, all existing agreements allowing for zone file transfers will cease to apply from 11 October 2002.
3.6 Parties who want to continue to obtain zone transfers following this date will need to make application to the NZRS manager. Such application can be made prior to 11 October but zone transfers will only commence again following the implementation of the SRS.
