Define the community of interest for the new 2LD The community of interest within New Zealand is purely the Parliamentary Agencies that are not part of or related to Executive Government. This would include the Parliamentary Service and potentially the Office of the Clerk. It is intended that the 2LD name will be used for parliamentary political parties to differentiate the role and function of their web presence. However increasingly worldwide this 2LD is being used by parliamentary organisations to indicate their separation from government. 4. Explain how your proposed 2LD meets the criteria set out in clauses 5.4 and 6.2 of the 2LD policy The creation of this 2LD domain name would allow Parliament a web and e-mail identity that differentiated it from executive government organisations presently indicated by the “.govt.nz” 2LD space. Parliament is a long lived institute, we recently celebrated 150 years of existence and are looking forward to the next 150 years. This name space is consistent with the naming conventions used in the United Kingdom where the www.parliament.uk URL is used by Parliament as the primary address. There would therefore already be a precedent in the creation of this second level domain name within the Internet community. The Parliamentary Service as a Government Agency is a properly constituted organisation and will be “designated 2LD moderator”. The Parliamentary Service will develop policies for allocating domains within the 2LD space if its use is allocated. 5. Why does this second level domain have to be moderated? To prevent its use by organisations or individuals that would seek to masquerade as non executive government organisations. MODERATION APPLICATION 1. The proposed process for accepting moderation requests is: Applicants for a domain name utilising the 2LD name “parliament.nz” will need to apply to a nominated domain name registrar. NOTE: The registrar for “parliament.nz” has not yet been selected. The registrar will pass applications on to the Parliamentary Service for moderation. Moderation requests received will be responded to within 48 business hours. There will be no fees for processing requests. Once allocated the applicant will be able to move the domain name to their own selected registrar. 6. The moderation criteria for this 2LD will be: The moderation criteria for accepting applications is relatively straightforward, the application will be accepted if: • The applicant represents a parliamentary agency that is not part of executive government; or • The applicant is representing a parliamentary political party, and the site is funded from public funds
