Application for a new 2LD - parliament.nz Submission

In general I like the idea of having more 2LD's under .NZ, but in this case 
I find myself tending to oppose it. 

Basically the description of this being a "community" strikes me as being 
off-key. Whilst there is a community of people, there does not appear to be 
any prospect of a community of registrants, which is what creation of a 2LD 
is supposed to be about. 

Other than www.parliament.nz, there doesn't appear to be any subdomains 
intended, at least that would have public visibility. That being the case, 
they already have parliament.govt.nz. 

Of course, I am willing to be convinced; perhaps the petitioner could provide 
examples of who else might become a member of the registrant community?
